Edward Rockhill Oliver, Sr. came from Red River County to Nueces County in 1860, fought in the Civil War and remained in Nueces County afterwards. His son, Edward Rockhill Oliver, Jr. sold the family ranch and came to Corpus Christi to be a tax collector. He was in office at the time the 1919 hurricane struck Corpus Christi and assisted in supervision of refugees taking shelter at the courthouse.
